Rules & Regulations
International Howe Cup — U12 division. Hockey Canada rules apply unless stated
otherwise below.
1. Tournament Format
- Age eligibility: players must meet Hockey Canada U12 AAA classification.
- Roster size: maximum 17 skaters + 2 goalies.
- Game length: three stop-time periods, 15 minutes each.
- Round-robin tie-breaker: 5-minute sudden-death 3-on-3 overtime.
- Running time if the goal spread is 5 or more in the 3rd period.
- Points: win = 2, tie = 1, loss = 0.
- Tie-breakers: 1) head-to-head, 2) goal differential (+5 max), 3) fewest goals against, 4) most goals for, 5) coin toss.
2. Gameplay Rules
- Governing body: Hockey Canada rules unless otherwise stated.
- Offsides / icing: standard U12 rules (no-touch icing).
- Mercy rule: 7+ goal lead → running clock.
- Playoff overtime: 5-minute sudden-death 3-on-3, then shootout if still tied.
- Time-outs: one per team per game (30 seconds).
3. Penalties
- Minor: 2 minutes stop time (1.5 minutes running).
- Major: 5 minutes.
- Misconduct: 10 minutes.
- Two majors = removal from the tournament.
- Match penalty = immediate removal & review.
4. Player Safety
- CSA-approved equipment required, including neck guards.
- No checking from behind, head contact, or dangerous play.
- Fighting = immediate removal from the tournament.
5. Team & Bench Conduct
- Only rostered players & coaches on the bench.
- Coaches must be certified & registered.
- Abuse of officials = ejection.
6. Parent & Spectator Rules
- Zero tolerance for harassment of players, coaches, or officials.
- An ejected parent may cause a team penalty or forfeit.
- Only tournament staff operate the score/time clock.
7. Administration
- Teams check in 45 minutes before their first game.
- Jerseys: home = light, away = dark (pinnies if there's a conflict).
- Standings & tie-breakers posted after each game.
